And yet it is pretty clear now that public participation in the planning process ranges anywhere from manipulation, through therapy, placation, information, consultation, and only rarely as far as to true partnership. Public participation can range from an illusion of participation, through a tokenistic approach, right up to real empowerment. I want to look at how we can maximize that empowerment as a positive force for good design, but people need the inside track on design before their voice is worth listening to. How can that happen?
